From March 2027 Croatia will have a new toll system called "Crolibertas".

New Toll System on Croatia's Motorways - Crolibertas.

From autumn 2026 (September), the familiar toll stations with barriers will be dismantled and there will be a gradual switch to the new Crolibertas toll system. The aim is to avoid traffic jams, especially in the summer months.

Until now, travellers in Croatia have paid by card or cash directly at the toll stations at motorway exits. In the summer season and at peak times, cars queue at the barriers and you lose a lot of time. The new Crolibertas system does away with the toll stations: you drive without stopping under toll gantries that automatically detect the vehicle and charge for the route automatically. This benefits holidaymakers as much as property owners who drive to Croatia several times a year.

Key dates

  • Until 28 February 2027: Nothing changes. You take a ticket as usual and pay at the exit in cash, by card or with the ENC toll box.
  • From 1 March 2027: Crolibertas applies on all motorways operated by Hrvatske autoceste (HAC), Bina Istra (Istrian Y) and Autocesta Zagreb–Macelj. The barriers will then be out of service.
  • From approx. December 2026: Existing ENC users must transfer their toll box to the new system. According to HAC, the changeover starts about three months before launch.

Installation is on schedule: of 212 toll gantries, 100 were already in place at the beginning of September 2026. The network covers around 1,340 kilometres, and vehicles are detected by 1,744 cameras at speeds of up to 130 km/h. Toll prices are not expected to change as a result of the switch.

Two ways to pay

  1. Register your number plate (motorcycles and cars up to 3.5 tonnes). You register your number plate once and store a bank card. Cameras on the toll gantries read the number plate and the toll is then debited automatically. If your card expires, you should add the new one straight away so that the payment does not fail.

  2. ENC toll box (compulsory for vehicles over 3.5 tonnes, optional for cars). The box on the windscreen is detected by radio. One device can be registered for up to three vehicles, which is handy for families with several cars. If you already have an ENC box, you can keep using it.

Where can I register online and where can I get the app?

The official website of the system is crolibertas.hr (Croatian and English). In future you will be able to register:

  • on the online portal at crolibertas.hr,
  • in the official Crolibertas app,
  • at the sales points of HAC, Bina Istra and Autocesta Zagreb–Macelj. Petrol stations and other partners are to be added later,
  • on the road at approx. 140 quick registration lanes at motorway entrances.

As of September 2026: the portal and app are not yet live, so registration is not yet possible, nor is it needed for journeys this year. HAC intends to publish all instructions in good time before the launch. We will add the download links here as soon as the app is in the stores. Only register via crolibertas.hr or the app linked there, and not via third-party websites that charge fees for registration.

What happens if you do not pay?

Under the rules known so far, anyone who drives without a valid registration or toll box and does not pay the toll will be charged the toll for the section plus 120 euros. Checks are also carried out with 74 mobile enforcement vehicles.

Open questions about the new toll system

HAC has not yet clarified some points: for example, how hire cars will be handled and what applies if a number plate cannot be read because of snow or dirt. If you are driving a hire car in spring 2027, you should ask the rental company whether the vehicle has already been registered.
