Building or Adding a Pool in Croatia: Permits, Costs and Running Costs

Not every house with a sea view already has a pool. If you buy a house without a pool and want to add one later, you should know the rules before you buy. The key points in brief, without guarantee and not legal advice. In each individual case the municipal building authority decides.

Permit: up to 100 m² without a building permit - but with a main project

What the regulation says: An in-ground pool with a surface area of up to 100 m² may be built in Croatia without a building permit. The condition is a main project (glavni projekt) prepared by a licensed engineer or architect. No occupancy permit is required. The pool must comply with the municipal zoning plan. An uncovered in-ground pool does not count as built-up area. The required share of green space on the plot must still be respected.

Source: Ordinance on simple and other structures and works (Pravilnik o jednostavnim i drugim građevinama i radovima, Art. 4 para. 1 no. 1c and Art. 6 para. 1, Narodne novine 112/17 to 155/23) and statements of the Croatian Ministry of Construction dated 26 April and 21 June 2024.

Pools over 100 m², above-ground pools and pools with a fixed roof are not covered by this rule. They require the normal procedure with a building permit. Even a pool of up to 100 m² is only allowed if the zoning plan permits it on the plot. In the protected coastal zone and directly on the shore additional rules and minimum distances to the plot boundary apply. Before buying, ask the municipal building authority whether a pool is possible on the plot.

What a Pool Costs

Quotes depend heavily on location, access and ground conditions. The following ranges are guide values from reports in 2026. Before deciding, it is worth getting quotes from two or three pool builders in the region. Rocky ground, difficult access or a sloping plot often make construction considerably more expensive.

ItemGuide value
Main project, survey, applicationapprox. 1,500 to 3,000 EUR
Prefabricated fibreglass pool, about 8 x 4 m, installed with equipmentapprox. 20,000 to 35,000 EUR
Concrete pool, about 8 x 4 m, with liner or tiles and equipmentapprox. 30,000 to 50,000 EUR
Infinity pool on a slope with overflow channelfrom approx. 50,000 EUR
Running costs per year: electricity for the pump, water, chemicals, maintenanceapprox. 800 to 1,500 EUR

Salt Water or Chlorine, Running Costs and Winter

Many new builds on the coast have a salt water system. It produces the chlorine from salt itself - the water is gentler on the skin and maintenance is lower. In return, ladder, fittings and pump need salt-resistant versions. When buying, ask who looks after the pool while you are away. In many places there are caretaker services that take this on.

Is a Pool Worth It for Holiday Rentals?

For holiday guests the pool is the most important feature after the location. Houses with pool achieve higher weekly rates on the Adriatic and are booked up earlier. Above all, properties further from the sea and without a beach within walking distance become much more attractive with a pool. If you want to rent out the house, plan the pool from the start. What to consider when renting out is explained on the page Renting to holiday guests.

Pool and Resale Value

A pool increases the resale value of a house on the Croatian coast because, in our experience, many buyers want to avoid the effort of building a swimming pool themselves. If there is no pool, prospective buyers deduct the construction costs from the price or keep looking. What matters is that the pool was built legally, with a main project and recorded in the documents. A pool without papers reduces the value and delays the sale.

Frequently Asked Questions about Properties with Pool in Croatia

Can I buy a house with pool in Croatia as a foreigner?

Yes. EU citizens buy in Croatia on the same terms as locals, without a special permit. Buyers from outside the EU need approval from the Ministry of Justice, which depends on reciprocity with their home country. Details are on the page Property purchase by foreigners.

Do I need a building permit for a pool?

Up to 100 m² and in-ground: no building permit, but a main project by a licensed planner, and the zoning plan must allow the pool. Larger pools and above-ground pools require a building permit.

How much does a house with pool cost in Croatia?

In our listings houses with pool start at around 300,000 EUR. Villas with infinity pool start at about 1,000,000 EUR. Prices per square metre by location are in our Croatia property price study 2026.

What does running a pool cost per year?

For a pool with about 30 m² of water surface owners reckon with around 800 to 1,500 EUR per year for electricity, water, chemicals and maintenance. The costs depend heavily on your own use: how long the season runs, whether the pool is heated, how often water is topped up and whether the house is rented to holiday guests who use the pool every day. For rentals a caretaker service for pool care is usually added. A cover and a salt water system reduce the effort.
